Appointment of two retired senior officers of the State as Chief Advisor and Advisor to the Chief Minister

    Gandhinagar, Tuesday: Gujarat Chief Minister Shri Bhupendra Patel has created two new posts of his Chief Advisor and Advisor in the Chief Minister’s Office and appointed two retired senior officers of the state to these posts. Former Finance Secretary, Government of India, Dr. Hasmukh Adhia has been appointed as Chief Advisor to the Chief Minister.

     

    Chief Advisor to Chief Minister Dr. Hasmukh Adhia 

    • Hasmukh Adhia is an Indian Administrative Service officer, retired on 30 November 2018 after serving as Union Finance Secretary and Revenue Secretary in the Government of India.
    • He is currently the Non-Executive Chairman of the Bank of Baroda and is also the Chancellor of the Central University of Gujarat.
    • Adhia Pandit serves as Vice Chairman of the Board of Deendayal Energy University and Gujarat Energy Research and Management Institute (GERMI) and as a member of the Board of Governors of the Indian Institute of Management, Bangalore.
    • Hasmukh Adhia holds a Basic Post-Graduate Degree in Accountancy. He is a Gold Medalist from the Indian Institute of Management, Bangalore and has a PhD in Yoga from Swami Vivekananda Yoga University, Bangalore.
    • As Finance and Revenue Secretary, he was given credit for the successful implementation of GST in India. On his retirement in November 2018, Hon. Shri Arun Jaitley, the then Finance Minister of India praised Dr Adhia’s contribution through a Facebook post.
    • Hasmukh Adhia has now been appointed as Chief Advisor to Gujarat Chief Minister Shri Bhupendra Patel. He will render services to the Chief Minister as Chief Advisor to the Chief Minister in finance, economic affairs, education, energy and non-conventional energy, all policies related to investments and their monitoring and other areas as determined by the State Government.
    • Hasmukh Adhia’s tenure will be for the duration of the Chief Minister’s tenure or until further orders, whichever is earlier. He will be provided with necessary staff-facilities and other ancillary facilities by the State Government as he is appointed as Chief Advisor to the Chief Minister.

     

    Chief Minister’s Advisor Shri S.S. Rathore 

    • Satyanarayan Singh Shiv Singh Rathore is an officer of Gujarat Engineering Service, he served as Secretary in Roads and Buildings Department and Water Resources Department, Government of Gujarat and retired as Additional Chief Secretary in the year 2014.
    • In the year 2018, He was conferred with the Padma Shri for his contribution to the development of infrastructure. He has served as Chairman and Managing Director of Sardar Sarovar Narmada Nigam Limited for five years. Shri Rathore is credited for introducing the Build, Operate and Transfer (BOT) model of road development in Gujarat. He is known as the ‘highway and canal man’.
    • He has been the President of the Institute of Engineers, India and the Indian Roads Congress and is the Vice-President of the World Federation of Engineering Organisations.
    • (From July 2019) He is serving as the Managing Director of Gujarat Metro Rail Corporation Ltd and the work of Metro Phase-I has been completed under his guidance.

     

    Shri. Rathore will act as an advisor to the Chief Minister for policy related monitoring and policy related work in road-building, civil aviation, metro rail projects and railways, water resources, Narmada and Kalpsar.

    Apart from this, Shri. Rathore will also be an advisor to the Chief Minister for the areas to be determined by the State Government. He tenure will continue till the tenure of the Chief Minister or until further orders, whichever is earlier.

    The state government will provide necessary staff and other facilities to Shri S. S. Rathore as he is appointed as an advisor to the Chief Minister.
