Gujarat becomes the first state in India to announce a dedicated policy for assistance in the field of semiconductor and display manufacturing facilities

Gandhinagar, Wednesday: Gujarat has taken another step towards the technological revolution under the leadership of the Chief Minister Shri Bhupendra Patel. The CM announced the “Gujarat Semiconductor Policy 2022-2027” in the presence of Shri Jitu Vaghani, Minister of Science and Technology; Shri Pankaj Kumar, Chief Secretary; Shri Pankaj Joshi, Additional Chief Secretary to Chief Minister; Shri Vijay Nehra, Secretary of Science and Technology Department.
Minister of Science and Technology Department Shri Jitu Vaghani said that Gujarat has earned the pride of being the first state in the country to announce a dedicated policy to support the semiconductor and display manufacturing sector. “The Gujarat Semiconductor Policy 2022 to 2027” has been announced with a commitment to promote rapid and inclusive growth in the domestic semiconductor chip manufacturing sector in the state. About two lakh jobs will be created in the next five years through this policy.
Minister Shri Jitu Vaghani added that concrete plans are being made towards a self-reliance India under the visionary leadership Prime Minister Shri Narendra Modi. India Semiconductor Mission (ISM) has been established by the Government of India with the aim of achieving self-reliance in the semiconductor chip manufacturing sector and semiconductor manufacturing in India. A policy has been announced to attract investment in the sector. Under this, an outlay of Rs.76000 crore has also been made by the Government of India. On the lines of this initiative of the Government of India, the Semiconductor Policy has been announced by Chief Minister Shri Bhupendra Patel to attract investment in the chip manufacturing sector in Gujarat. With the announcement of this policy, Gujarat has become the first state to announce a policy to support the semiconductor and display manufacturing sector.
Minister Shri Jitu Vaghani said that for the projects approved by the India Semiconductor Mission under the Ministry of Electronics and Information Technology of the Government of India, in addition to the assistance provided by the Government of India, additional assistance at the rate of 40 percent of the capital assistance provided by the Government of India will be provided by the State Government. Under this policy, Dholera Semicon City will be set up at Dholera Special Investment Region (Dholera SIR) and eligible projects will get 75% subsidy on first 200 acres land purchase and 50% on additional land required for fab projects or upstream/downstream and other projects approved under ISM.
He further added that all eligible projects will be provided with quality water at the rate of Rs.12 per cubic meter for the first five years and for the subsequent five years it shall be increased at the rate of 10 percent on a year-on-year basis. A power tariff subsidy of Rs. 2 per unit has been provided and all eligible projects get exemption from paying electricity duty as per the provisions laid down under the Gujarat Electricity Duty Act, 1958.
Further, provisions have been made for one-time refund of 100% stamp duty and registration fee paid to the Government by eligible projects for lease/sale/transfer of land for the purpose of the project. A single window mechanism will be set to be obtain various approvals in a hassle free manner. It is estimated that 2 lakh people will get employment in the next five years.
